Bangladesh’s new reciprocal trade agreement with the United States will, once in force, eliminate customs, supplementary and regulatory duties to zero on roughly 4,500 US tariff lines immediately, with additional phased cuts across other categories; in return, 1,638 Bangladeshi export lines will be exempt from a 19% countervailing duty in the US market while regular MFN tariffs continue to apply.
What Bangladesh will do (imports from the US)
- Immediate duty-free access: ~4,500 tariff lines get customs, supplementary and regulatory duties reduced to zero on day one.
- 1,538 lines: 50% cut on entry-into-force, with the remaining half reduced evenly over four years to reach zero by January 1 of year 5.
- 672 lines: 50% cut on day one, with the balance phased down over nine years to reach zero in year 10.
- 422 lines: already at zero duty; status maintained.
- 326 lines: remain protected under Bangladesh’s tariff schedule.
- No quotas may be imposed on US goods; non-tariff barriers must be addressed so imported US products are not disadvantaged.
Value-added tax, advance income tax and advance tax remain payable at the border; only the three categories of import duties are waived. In FY2024–25, Bangladesh imported about $2.5 billion from the US; according to National Board of Revenue, roughly 38% of revenue on these imports came from duties and 62% from taxes—implying pressure on the duty component once the pact takes effect.
What the United States will do (imports from Bangladesh)
- Waive the 19% countervailing duty on 1,638 HS lines—including baskets and bags of cane, certain iron and mineral products, pharmaceuticals, chemicals, plastics and wood items.
- Apparel made from US cotton will also face zero countervailing duty (MFN tariffs—averaging roughly 16–17% for Bangladeshi apparel—will still apply).
The agreement text and HS lists have been posted by the Office of the United States Trade Representative. While the arrangement is not a full free trade agreement, officials note Bangladesh must notify the World Trade Organization; trade economists caution that if the pact isn’t covered by an FTA-type exception, similar preferences could face most-favoured-nation scrutiny. Mostafizur Rahman of the Centre for Policy Dialogue warned that MFN spillovers could widen revenue risks.
Bottom line: Dhaka gets targeted relief for 1,638 export lines and strategic apparel inputs, while Washington secures broad duty-free access into Bangladesh over a staged timetable. The fiscal impact will hinge on how quickly imports shift toward newly duty-free lines—and whether WTO notifications trigger any MFN complications for other suppliers.
