Tokyo is preparing to tighten restrictions on short-term vacation rentals in the popular Shinjuku district, as growing complaints about disruptive tourist behaviour raise concerns over the impact of mass tourism on local communities.<\/p>\n\n\n\n
Authorities are considering changes to existing regulations that could significantly reduce the number of privately operated short-term rental properties, commonly known in Japan as \u201cminpaku,\u201d particularly in residential neighbourhoods and areas close to schools.<\/p>\n\n\n\n
The move follows a series of complaints from residents who say some tourists staying in short-term rentals have created problems ranging from excessive noise and littering to smoking in prohibited areas and entering places without permission.<\/p>\n\n\n\n
According to data from the Japan Tourism Agency, Shinjuku currently has around 3,775 privately operated short-term rental properties. The concentration of such accommodation in residential areas has increasingly become a source of tension as Tokyo continues to attract record numbers of international visitors.<\/p>\n\n\n\n
An official responsible for overseeing vacation rentals in Shinjuku told AFP that the ward administration is preparing to revise its existing ordinance. Under the proposed changes, short-term rentals could be prohibited in residential neighbourhoods and areas located near schools.<\/p>\n\n\n\n
The scale of the proposed restrictions could be substantial. Japanese media reports indicate that more than half of Shinjuku\u2019s existing short-term rental properties could potentially be affected by the new rules.<\/p>\n\n\n\n
Authorities are also considering reducing the number of days that properties in residential areas can be rented out each year. The current limit of 180 days could be reduced to 120 days under the proposed regulations.<\/p>\n\n\n\n
The debate reflects a broader challenge facing Tokyo and other major tourist destinations: how to benefit economically from a booming tourism industry without allowing visitor numbers and tourist behaviour to undermine the daily lives of local residents.<\/p>\n\n\n\n
For people living in affected neighbourhoods, the issue is not simply about the number of visitors but also how some visitors behave after arriving. Noise late at night, discarded rubbish, smoking in restricted areas and unauthorised entry into private or restricted spaces can create friction between tourists and communities that are not designed to function as permanent tourist zones.<\/p>\n\n\n\n
The proposed measures would therefore place greater emphasis on protecting residential areas and preserving a normal environment for people who live there.<\/p>\n\n\n\n
Airbnb, one of the world’s largest short-term rental platforms, has said it takes the concerns of local residents seriously and is prepared to cooperate with the Shinjuku ward administration.<\/p>\n\n\n\n
Tokyo’s latest move highlights the difficult balance between welcoming international tourists and ensuring that tourism does not come at the expense of residents’ quality of life. As the capital continues to attract visitors from around the world, local authorities are increasingly looking at ways to manage accommodation and tourist activity more carefully in densely populated neighbourhoods.<\/p>\n\n\n\n
For Shinjuku, the proposed restrictions could mark a significant shift in how short-term rentals operate\u2014and signal that Tokyo is becoming increasingly willing to impose limits when tourism begins to disrupt everyday urban life.<\/p>\n\n\n\n
